Method & privacy

Useful aggregation without a donor directory.

Five-person minimum

An employer/recipient cell is suppressed unless it contains at least 5 distinct reported contributors.

No individual identities

Electionpedia does not publish contributor names or addresses from this dataset. Internal temporary hashes enforce the threshold and are not shipped.

Amendment-aware

1,713 superseded versions were removed using stable committee, report, and transaction identifiers.

Conservative names

Employer spellings are normalized for punctuation and a small explicit alias list. Electionpedia does not guess corporate family trees or employment relationships.

The FEC individual-contribution file is a subset of itemized contributions, generally triggered once cycle-to-date or calendar-year-to-date giving exceeds $200. Memo entries remain included under the FEC bulk-file instructions. Net totals may include signed corrections, refunds, and reattributions.

How to interpret this record

Capitol Counsel Political Donations & PAC Activity 2026

Campaign-finance records describe reported financial activity. Their meaning depends on the committee, reporting period, transaction type and filing version—not just the size of a headline number.

Four numbers answer different questions

Receipts describe money coming into a reporting entity. Disbursements describe money going out. Cash on hand is a balance at a particular reporting date, and debts are obligations reported under the relevant rules. These figures are not interchangeable. A committee can have activity in more than one cycle, so a comparison needs matching dates and the same type of reporting entity.

Read the period and the amendment

Campaign reports cover stated periods and can later be amended. A recently imported file is not necessarily a report about recent activity. Look for the coverage-through date as well as the date Electionpedia checked or imported the source. When a source identifies a replacement or amendment, adding every version together can overstate the underlying activity.
